On March 2nd, 2017, Dr. Benjamin S. Carson, Sr., M.D., was sworn in as the 17th Secretary of the U.S. Department of Housing and Urban Development.
Brian D. Montgomery
Acting Deputy Secretary for the U.S. Dept. of Housing and Urban Dev.
Brian D. Montgomery serves as the Acting Deputy Secretary for the U.S. Department of Housing and Urban Development (HUD). In this role, he manages the day-to-day operations of the agency and advises and assists the Secretary in leading the Department’s nearly 8,000 employees. Mr. Montgomery also serves as the Assistant Secretary for Housing – Federal Housing Commissioner for HUD. Nominated by President Trump in September 2017, his confirmation marks the first time an individual has served as head of the Federal Housing Administration (FHA) twice, and under three different Administrations. With over 30 years of experience in both the public and private sector, including his first term as Commissioner from 2005 to 2009, Mr. Montgomery brings to HUD a deep knowledge of housing issues and vast experience spearheading large-scale policy initiatives. He is known for his work in reforming the Real Estate Settlement Procedures Act, developing solutions to assist struggling homeowners during the financial crisis, and his leadership of FHA modernization efforts that led to legislation in 2008. As Federal Housing Commissioner, Montgomery is responsible for the management of FHA’s $1.3 trillion mortgage insurance portfolio, which includes its Single Family, Multifamily, and Health Care programs. As Assistant Secretary for Housing, he also oversees HUD’s project-based Section 8 rental assistance housing program, the Office of Housing Counseling, and HUD’s Manufactured Housing Program. In addition to his first term as FHA Commissioner, Montgomery’s government experience includes serving as Deputy Assistant to President George W. Bush from 2001 to 2005, including serving as Secretary of the Cabinet from 2003 to 2005, and as a member of the Federal Housing Finance Board and the board of NeighborWorks America. While serving as Secretary to the Cabinet, Montgomery was appointed as the White House primary point of contact for the shuttle Columbia accident investigation in February 2003. For the effort, Montgomery was awarded the NASA Exceptional Service Medal in 2004. A Texas native, Montgomery holds a Bachelor of Arts in Political Science from the University of Houston. He also attended the University of Texas at Austin.

Dror Oppenheimer
Sr. Advisor to Asst. Secretary for Housing, U.S. Dept. of Housing and Urban Dev.
Dror Oppenheimer joined the U.S. Department of Housing and Urban Development in December 2018 as a Senior Advisor to the Assistant Secretary for Housing – Federal Housing Commissioner. In this role, he provides expert advice and counsel on the management of the Federal Housing Administration (FHA)’s $1.3 trillion portfolio of mortgages, including asset management strategies, process improvement and technology implementation. Mr. Oppenheimer brings a wealth of experience to HUD in leading large mortgage operations, including Underwriting, Investor Reporting, Default Servicing Operations, and REO Operations. After joining Fannie Mae in 1986, he steadily rose to positions of prominence, including Senior Vice President, Default Servicing Operations from 2015 through 2017.Senior Vice President, National Underwriting Center from 2008 to 2015, and Vice President, Asset Development and Management, from 2000 to 2007. During his tenure at Fannie Mae, Mr. Oppenheimer led major system and process re-design projects resulting in significant operational and customer service improvements. He also developed and delivered numerous executive presentations to the Board of Directors, senior management, regulators, and external auditors. Mr. Oppenheimer received a Bachelor of Science degree from the University of Pittsburgh in 1983 with a double major in Computer Science and Business, and earned a Master of Business Administration with a concentration in Accounting from Penn State University in 1986.
Keith Becker
Chief Risk Officer, FHA Office of Risk Management & Regulatory Affairs
Keith Becker is the Deputy Assistant Secretary and Chief Risk Officer for the Office of Risk Management and Regulatory Affairs at the Federal Housing Administration (FHA). He has served in this capacity since November 2018. In this capacity, he is responsible for implementing a comprehensive risk governance infrastructure that establishes a risk appetite and independently monitors and reports on financial, mortgage credit, counterparty credit, and operational risks that impact the risk profile of the Office of Housing within FHA. Mr. Becker also develops effective strategies and procedures to mitigate current and emerging risks of FHA’s $1.3 trillion portfolio of single-family and commercial mortgage insurance-in-force. Mr. Becker is a veteran of more than 35 years in the mortgage industry, spending 26 years at Freddie Mac where he completed his tenure as vice president and chief credit officer in their Single Family division. In that capacity, he developed and implemented credit, collateral and insurance policies and risk limits, communicated credit and collateral policies and standards to Freddie Mac customers, negotiated credit and collateral business terms to supplement Guide standards, and managed customer credit performance to achieve targeted results. He graduated from the University of Pittsburgh with majors in both Economics and Business. Mr. Becker also completed an advanced risk management program at the Wharton School, University of Pennsylvania.
John Bell III
Deputy Director of Loan Guaranty Service, U.S. Dept. of Veterans Affairs
John began his VA career in September 2010, and currently serves as the Deputy Director of Loan Guaranty Service. Along with his most recent position as Chief of Staff for the Deputy Undersecretary for Economic Opportunity, John served as the Assistant Director for Loan Policy and Valuation in the Loan Guaranty Service, where he headed three of the four business lines, overseeing eligibility, and origination, loan Policy, Valuation, Specially Adapted Housing, and all direct loans including the Native American Direct program. During his tenure in in this role, VA realized implementation of the automated full file loan review process, reduced timeliness for determining eligibility from 14 days to less than 48 hours, nationalized all front-end operations of the program, as well as creation of the appraisal management system. A Veteran himself, John served in the US Navy during Operation Restore Hope and the Gulf War. Prior to his tenure with VA, John spent 15 years in the private sector, most recently with Bank of America, serving as Vice President of VA Real Estate Management. John also held a variety of senior leadership positions at large lending institutions including Countrywide Home Loans, as Senior Vice President of Sales and Operations, and Regional Vice President of Loan Operations. While at Countrywide, he led the design of a new portfolio retention strategy, which became an industry leading model. Additionally, he formed the group which managed the VA property management contract, and was credited with starting a national inspection group. A model still used throughout the industry to reduce costs, improve community relations, and decrease code violations. John’s 20 plus year career in mortgage finance started while attending Lambuth University in Jackson, TN.
Isaac Boltansky
Director of Policy Research, Compass Point Research
As the Director of Policy Research for Compass Point Research & Trading, Mr. Boltansky coordinates the firm’s Washington policy analysis and follows financial services policy issues with a particular focus on mortgage finance, consumer lending, education services, capital formation, and tax policy. Mr. Boltansky joined Compass Point from the Troubled Asset Relief Program (TARP) Congressional Oversight Panel and previously worked as an analyst at EJF Capital, a multi-strategy hedge fund focused exclusively on the financial sector. Mr. Boltansky earned his B.A. in Political Science and History from Ohio Wesleyan University.
Robert (Bob) Broeksmit
President and CEO, Mortgage Bankers Association (MBA)
Bob is a senior finance executive and corporate officer with a 33-year career in the mortgage sector. He has directed all aspects of lending activities, including marketing, sales, operations, secondary marketing, loan servicing, and default management. He has also served as a mortgage underwriting expert testifying on many large, high-profile cases. Prior to joining MBA in 2018, Bob served as President and Chief Operating Officer with Treliant, heading the firm's mortgage litigation support practice and serving diverse financial services clientele including large banks, independent mortgage lenders, community banks, credit unions, and service providers to the mortgage industry. As a Washington-based financial services consultancy, Treliant's mortgage practice included strategic advisory for executive management and corporate boards; litigation defense, including file reviews, litigation strategy, expert reports, and expert testimony; CFPB examination preparation and implementation of mortgage regulations promulgated by the CFPB and other regulators; and operational aspects of mortgage banking, ranging from origination to servicing and loss mitigation. Before Treliant, Bob held senior leadership positions in the mortgage business, including fourteen years with Chevy Chase Bank (including after its purchase by Capital One), where he was Executive Vice President and President of its B.F. Saul Mortgage Company subsidiary. Bob also was a Vice President at Prudential Home Mortgage for seven years. He has overseen annual originations of $9 billion, a balance sheet of $10 billion in residential mortgages, and a servicing portfolio of $20 billion. He also held positions at Great Western Mortgage, Krupp Residential Mortgage, and The Money Store. Bob has served as the Chairman of the Mortgage Bankers Association's Residential Board of Governors and as a member of its Board of Directors. Firms under his leadership have garnered multiple awards for servicing operations excellence, including Freddie Mac's Tier One and Hall of Fame designations. He is a Certified Mortgage Banker (CMB) and a graduate of Yale University.
Scott Buchta
Managing Director, Head of Fixed Income Strategy, Brean Capital, LLC
Mr. Buchta has over 30 years of experience developing investment strategies for financial institutions across the various fixed income sectors, with an emphasis on MBS, CMBS and other asset backed securities. Over the years he has worked with banks, credit unions, insurance companies, money-managers and hedge funds to develop comprehensive investment and hedging strategies specific to each investor class. In addition to providing market insight and cross-sector relative value trade ideas to institutional clients, Mr. Buchta also provides periodic commentary on macroeconomic themes, interest rates, mortgage prepayments and the housing markets. Prior to joining Brean Capital, Mr. Buchta was a Senior Managing Director at Bear Stearns in the Financial Analytics and Structured Transactions department (F.A.S.T.) where he headed up the Mortgage Products Group and was a senior member of the Portfolio Strategies team. Mr. Buchta holds a Bachelor of Science in both Computer Science and Finance from Carroll University in Waukesha, Wisconsin.
Mark Calabria
Director, Federal Housing Finance Agency
Dr. Calabria, nominated by President Trump in January 2019, was confirmed by the U.S. Senate and sworn in as Director of FHFA in April 2019. Prior to joining FHFA, Dr. Calabria was Chief Economist for Vice President Mike Pence, handling all economic policy issues with a focus on taxes, trade, manufacturing, financial services, and labor and housing. Immediately prior to his service with Vice President Pence, he spent eight years as Director of Financial Regulation Studies at the Cato Institute, where he helped to establish Cato's Center for Monetary and Financial Alternatives. Dr. Calabria also previously served as a senior aide on the United States Senate Committee on Banking, Housing, and Urban Affairs to both Chairman Phil Gramm and Chairman Richard Shelby. He has also served as Deputy Assistant Secretary for Regulatory Affairs at the U.S. Department of Housing and Urban Development. He has held a variety of positions at Harvard University's Joint Center for Housing Studies, the National Association of Home Builders, and the National Association of Realtors. He has been a Research Associate at the U.S. Census Bureau's Center for Economic Studies. He holds a doctorate in economics from George Mason University. During his Senate service, Dr. Calabria drafted significant portions of the Housing and Economic Recovery Act of 2008, which created a new regulatory framework for the housing government sponsored enterprises, Fannie Mae and Freddie Mac, and the Federal Home Loan Banks. He was the primary drafter of the Shelby‐Dodd Flood Insurance Reform bill, which formed the basis for the Biggert‐Waters Flood Insurance Reform Act of 2012.
Michelle Corridon
Deputy Director U.S. Department of Agriculture (USDA) Rural Housing
Michelle C. Corridon is the Deputy Director of USDA Rural Housing Service’s Single Family Housing Guaranteed Loan Division based in Washington, DC. She has over 28 years of housing finance experience encompassing strategic planning, community development, policy analysis, credit loss mitigation strategy, and communications. In her role as Deputy Director, she leads high impact policy and procedure implementation along with process improvement, stakeholder engagement, budgeting, and human resources for the $24 billion dollar loan guarantee program. Prior to assuming her current duties in September 2015, she served as a Senior Policy Analyst at the Federal Housing Finance Agency in the Office of Housing and Regulatory Policy where she focused on project and program management. From 2008 to 2012, she was a Rural Housing Service loan specialist concentrating on lender eligibility, compliance, and program risk management. She began her career at the Farmers Home Administration originating and servicing single family housing and farm loans. Michelle is a graduate of Virginia Tech and the Partnership for Public Service Excellence in Government program and holds Project Management Professional and Lean Six Sigma Green Belt certificates. She resides in Ashland, Virginia with her two children.
Edward DeMarco
President, Housing Policy Council
Ed DeMarco is President of the Housing Policy Council. Prior to joining HPC in June 2017, DeMarco was a senior fellow in residence at the Milken Institute’s Center for Financial Markets. From 2009 to 2014, DeMarco was acting director of the Federal Housing Finance Agency (FHFA), where he served as the conservator for Fannie Mae and Freddie Mac and regulator of those companies and the Federal Home Loan Banks. He was named HousingWire Magazine’s Person of the Year in 2012 for his impact on housing finance. DeMarco was chief operating officer and senior deputy director of the FHFA and its predecessor agency from 2006 to 2009. DeMarco’s career in public service includes positions at the Social Security Administration, the Treasury Department, and GAO. He earned a B.A. in economics from the University of Notre Dame and a Ph.D. in economics from the University of Maryland.
Chris Flanagan

Chris Flanagan is Head of US Mortgage and Structured Finance Research at Bank of America Securities, Inc. Chris started his career on Wall Street in 1986 at Merrill Lynch as a mortgage analyst and switched to JP Morgan Chase from 2000-2010, before returning to Merrill in 2010. He has perennially ranked on the Institutional Investor All-American Fixed Income Research team. Chris holds BS and MS degrees in Applied Physics and Electrical Engineering from Cornell University and an MBA from the State University of New York at Albany.

Mr. Fleming, Executive Vice President of Trading, joined the PHOENIX team in 2011 and leads the strategic business development, client management and industry relations teams. Laurie Goodman
Vice President, Urban Institute
Laurie Goodman is a vice president at the Urban Institute and codirector of its Housing Finance Policy Center, which provides policymakers with data-driven analyses of housing finance policy issues that they can depend on for relevance, accuracy, and independence. Goodman spent 30 years as an analyst and research department manager on Wall Street. From 2008 to 2013, she was a senior managing director at Amherst Securities Group LP, a boutique broker-dealer specializing in securitized products, where her strategy effort became known for its analysis of housing policy issues. From 1993 to 2008, Goodman was head of global fixed income research and manager of US securitized products research at UBS and predecessor firms, which were ranked first by Institutional Investor for 11 straight years. Before that, she held research and portfolio management positions at several Wall Street firms. She began her career as a senior economist at the Federal Reserve Bank of New York. Goodman was inducted into the Fixed Income Analysts Hall of Fame in 2009. Goodman serves on the board of directors of MFA Financial and Arch Capital Group and is an adviser to Amherst Capital Management, a member of Morningstar Credit Ratings Regulatory Governance Board, and a member of the Federal Reserve Bank of New York’s Financial Advisory Roundtable. She has published more than 200 journal articles and has coauthored and coedited five books. Goodman has a BA in mathematics from the University of Pennsylvania and an AM and PhD in economics from Stanford University.
Vipul Jain
Managing Director, Head of Residential MBS Research, Wells Fargo Securities
Mr. Jain is a Managing Director and Head of Residential Mortgage Backed Securities Research in the Structured Products Research Group at Wells Fargo Securities. He joined in 2016. Vipul focuses on relative value in the agency MBS market, prepayments, housing, residential lending standards, housing policy and mortgage credit products (legacy non-agency, CRT, SFR and Jumbo 2.0). Mr. Jain was head of agency MBS research at Morgan Stanley from November 2011 to April 2016. He also held various positions within the RMBS research group at Bank of America Merrill Lynch from 2005 to 2011. He has been voted to the Institutional Investor’s All-American Fixed Income Research team seven times between 2009 and 2018 for his work in both Agency MBS and Non-Agency RMBS. Vipul also has worked on developing large scale optimization models for decision support in Oil & Gas, Retail and other manufacturing industries. Vipul obtained his Ph.D. from Carnegie Mellon University and his B.S. from IIT Delhi. He is a CFA charter holder.
Sam Khater

Sam Khater is Vice President, Chief Economist and head of Freddie Mac’s Economic & Housing Research department. In this position, Khater is responsible for research, analysis and forecasts of the macroeconomy with a special focus on housing and mortgage markets. Mr. Khater came to Freddie Mac from CoreLogic, where he served as vice president of research and deputy chief economist. His responsibilities included producing original research and advising clients, regulators, policymakers and investors on real estate and mortgage market trends. Prior to joining CoreLogic, Mr. Khater was a senior economist at Fannie Mae and an economist at the National Association of Realtors®. Jay is a Managing Director of State Street Global Advisors and a Senior Portfolio Manager within Global Fixed Income, Cash and Currency (FICC). Jay is a member of the Global Macro Strategy team and is responsible for active investment strategies in global interest rates, U.S. TIPS and agency MBS. Jay joined SSGA in 2006 as a member of the fixed income trading desk and transitioned to the active portfolio management team. Jay also oversaw the Government Solutions team at SSGA. Mr. Mehta is a Managing Director at Citi Research and Head of the Residential MBS research teams. His team focuses on relative value, prepayments and collateral analysis for various sectors within the $ 7 trillion agency and-non agency MBS markets. Ankur’s team was ranked second in the Institutional Investor polls in 2017-18. He was also voted as the most helpful agency MBS strategist by Greenwich Associates in 2018. Prior to joining Citigroup, Ankur managed the agency MBS research effort at Nomura were his team was ranked second in the institutional investor polls. Ankur has a Bachelor of Technology degree from IIT-Bombay and a Master of Science degree in Mathematics from Purdue University.
Keizo Ohashi

In 1978, Mr. Ohashi joined the Industrial Bank of Japan, which became Mizuho Financial Group (“MFG”) in 2002. At Mizuho Corporate Bank, a wholesale commercial banking arm of MFG, Mr. Ohashi assumed Executive Officer and General Manager position of the European Corporate Finance Division and European Structured Finance Division in 2006, and became Executive Officer and General Manager of International Division in 2007. Until 2012, Mr. Ohashi oversaw bank’s Asia Pacific, Oceania, and East Asia operations as Managing Executive Officer. In 2012, Mr. Ohashi became the Member of the Board of Mizuho Securities and Chairman of Mizuho Securities UK Holdings, Mizuho International, and Mizuho Securities USA. In 2017, Mr. Ohashi joined JHF as the Member of the Board and Senior Executive Director and oversees JHF’s international, housing loans and group life insurance, and housing loan insurance businesses. Gisele Roget
Deputy Asst. Secretary, Single Family Housing, Federal Housing Administration
Gisele Roget is the Deputy Assistant Secretary for Single Family Housing at the Federal Housing Administration. In this capacity, Ms. Roget oversees an insurance-in-force portfolio of 8 million loans with an unpaid principal balance of $1.2 trillion for the world’s largest mortgage insurer. Ms. Roget’s responsibilities include directing and implementing homeownership policy for the Trump Administration as well as active management of FHA’s credit risk. In her role, Ms. Roget manages all aspects of FHA’s Single Family Housing operations including origination and servicing policy, information technology strategy and lender enforcement. Prior to joining FHA, Ms. Roget held senior roles in the Global Government Relations division of MetLife where she directed legislative and policy strategy for the largest U.S. life insurer. From 2007-2014, Ms. Roget served on the Professional Staff of the Committee on Financial Services, United States House of Representatives where she worked on the development, implementation and oversight of key housing and financial services legislation including the Housing and Economic Recovery Act of 2008 and the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010.
Peter Sack
Managing Director, Credit Suisse
Peter Sack is a Managing Director at Credit Suisse. He heads the bank’s mortgage finance business. He is based in New York. Mr. Sack manages Credit Suisse’s market-leading mortgage securitization issuance, underwriting and advisory efforts, as well as one of the largest mortgage finance portfolios in the market. Mr. Sack’s business is active across the range of mortgage-related assets, including agency and non-agency loans, CRT and MI, and servicing rights and advances. Mr. Sack has been involved in Credit Suisse’s mortgage business since joining the bank in 2001.
Jim Schneider

Jim Schneider has over 20 years of business development experience with broad and longstanding industry relationships. In his role at RMC he sourced $300+ billion in distressed opportunities since 2008. Under his leadership he focused on legacy whole loan mortgage pools purchasing over $10 billion in UPB; Developed MSR bulk and flow acquisition programs; built out third party asset management and servicing businesses and sourced M&A opportunities for platform growth. As head of business development at C-BASS he was responsible for a team of 8 professionals. He managed all product sourcing responsibilities and was also responsible for client relations, trade stipulations and mortgage loan purchase negotiations. Brent Sloman

Mr. Sloman is Principal Portfolio Manager, Investment Management Department at the World Bank Treasury. Brent joined the World Bank Investment Management Department in 2010 and is currently responsible for managing mortgage-backed securities portfolios. Prior to joining the World Bank, Brent held various roles at two commercial banks including fixed income portfolio management, asset-backed securitization management, and other financial management roles. Brent began his professional career at a mortgage lending company where he was responsible for pricing, hedging and selling all mortgage loan products. Brent earned a Bachelor of Science degree from the University of Alabama and is a CFA charterholder.

Mr. Story has 21 years of experience at Fortune 500 mortgage banking companies and top 10 national mortgage originators including Pacific Union Financial, MetLife Bank, Countrywide Home Loans, and First Horizon National Corporation. He most recently served as Managing Director and Chief Strategy Officer for Pacific Union Financial and focused on GNMA production and revenue strategies. Brandon is currently a Senior Vice President, Capital Markets for Mr. Cooper and manages Capital Markets, Business Intelligence, and Revenue Management for the third largest servicing company and top ten GNMA issuer in the United States.
Mark Tecotzky
Managing Director, Ellington Management Group
Mr. Tecotzky is a Partner, Managing Director and Head Manager for all MBS/ABS credit, reporting directly to Mr. Vranos. Prior to joining Ellington, Mr. Tecotzky was the senior trader in the mortgage department at Credit Suisse where he was instrumental in building its mortgage conduit to one of the largest on Wall Street. He developed and launched several of its securitization vehicles, including hybrid ARMs and second liens, and subsequently ran its hybrid ARM business, which consisted of conduit pricing, servicing sales, monthly securitization, trading of agency/non-agency hybrids of all ratings categories and managing and hedging the residual portfolio. Prior to joining Credit Suisse, Mr. Tecotzky worked with Mr. Vranos and many of the other Ellington principals at Kidder Peabody as a Managing Director where he traded agency/non-agency pass-throughs and structured CMOs. Mr. Tecotzky holds a B.S. from Yale University, and received a National Science Foundation fellowship to study at MIT.
Nancy Wallace

Nancy Wallace is a Professor of Finance and Real Estate and holds the Lisle and Roslyn Payne Chair in Real Estate and Capital Markets at the Haas School of Business, the University of California, Berkeley. She is Chair of the Real Estate Group, Co-Chair of the Fisher Center for Real Estate and Urban Economics, and directs the Real Estate and Financial Markets Laboratory. She teaches asset-backed securitization, real estate investment analysis, real estate strategy, and real estate finance at Haas. Her research focus includes residential house price dynamics, mortgage contract design and pricing, securitization and asset backed security pricing and hedging, lease contract design and pricing, methods to underwrite energy efficiency in commercial mortgages, and valuation models for executive stock options. She has served as a visiting scholar at the New York Federal Reserve Bank, the San Francisco Federal Reserve Bank, the Université de Cergy Pointoise, Centre de Recherche THEMA (Théorie Economique, Modélisation, et Applications), and the Stockholm School of Economics. Professor Wallace is a past President of the American Real Estate and Urban Economics Association and a past member of the AREUEA Board of Directors. Professor Wallace served on the Financial Research Advisory Committee, Office of Financial Research, U.S. Treasury Department 2013-2016, the Model Validation Council (MVC) of the Federal Reserve System 2013-2016, and served as chair of the MVC 2015-2016.

Richard Christopher Whalen is an investment banker and author who lives in New York City. He is Chairman of Whalen Global Advisors LLC and focuses on the financial services, mortgage finance and technology sectors. From 2014 through 2017, Christopher was Senior Managing Director and Head of Research at Kroll Bond Rating Agency, where he was responsible for ratings by the firm’s Financial Institutions and Corporate Ratings Groups. He was a co-founder and principal of Institutional Risk Analytics from 2003 through 2013. Over the past three decades, Chris worked as a writer and financial professional in Washington, New York and London. He has held positions in organizations such as the House Republican Conference Committee, the Federal Reserve Bank of New York, Bear, Stearns & Co., Prudential Securities, and Carrington Mortgage Holdings. Christopher holds a B.A. in History from Villanova University.
