Ginnie Mae published Disclosure bulletin 2022-038, announcing a new two-field stratification record in the MBS Single-Family Pool Supplemental File located on Ginnie Mae’s Disclosure Data Download​ page. This bulletin is to announce changes to that stratification record layout. The revised layout is attached and includes these changes from the original layout:

  • ​A change from a two-field “Loan Type/Low Moderate Income Record” stratification record to a one-field “Low Moderate Borrower Income Record” stratification record. This record will no longer be broken out by loan type (agency).
  • Additional Definition information in Data Element 1 is provided for the begin date (January 2012) for the data in this record.
  • There is a slight adjustment in the “Y” and “N” value definitions for the “Low Moderate Borrower Income” Data Element.

The purpose and coverage for this stratification record remains unchanged: The Low/Moderate Borrower Income geographic area stratification record (Low Moderate Borrower Income Record) will provide pool level aggregate information about the extent of loans and UPB dollars where the borrower income is below 80% of the Median Family Income (MFI). The new stratification record, record 28, will only be provided on the monthly MBS Single-Family Pool Supplemental File, not on Daily or Monthly New Issuance Pool Supplemental Files. The new Low/Moderate Borrower Income Record uses insuring agency income data, Ginnie Mae collateral loan data, and the Federal Financial Institutions Examination Council's (FFIEC) data to calculate and aggregate pool level information about the low/moderate content of the pool. The data is based on active loans for the report period.

The implementation schedule date is to be determined, and that date and test file details of this Supplemental File, Stratification record will be announced in a separate disclosure bulletin.
