Ginnie Mae published Disclosure bulletin 2022-059, announcing the new Low and Moderate Borrower Income Record (Stratification Record 28) in the MBS Single-Family Pool Supplemental File on 12/12/2022. This bulletin announces the implementation schedule for Stratification Record 28. The new Stratification Record will be included in the January Report Period data disclosure, published the 6th Business Day of February. For reference, the previously published layout is attached.
The new record provides pool level aggregate information about the extent of loans and UPB dollars where the borrower income is below 80% of the Median Family Income (MFI). The new stratification record is only provided on the monthly MBS Single-Family Pool Supplemental File, not on Daily or Monthly New Issuance Pool Supplemental Files. In addition, the new Low and Moderate Borrower Income Record uses insuring agency income data (currently FHA and VA), Ginnie Mae collateral loan data, and the Federal Financial Institutions Examination Council's (FFIEC) data to calculate and aggregate pool level information about the low and moderate content of the pool.
