Victoria Vargas joined Ginnie Mae in 2005 and currently serves as Senior Vice President of the Office of Securities Operations. In this role, Victoria leads the execution of the agency's mortgage-backed securities (MBS) program, overseeing the end-to-end securitization process—including loan pooling, security issuance, investor reporting, and the timely payment of principal and interest to security holders—ensuring the delivery of transparent, accurate disclosures that sustain investor confidence and global demand for Ginnie Mae securities.
Victoria brings more than two decades of federal service and deep expertise across housing finance, securitization operations, and enterprise program delivery. Over the course of her tenure, Victoria has held leadership roles spanning operations, policy, contract management, and platform delivery, building a comprehensive understanding of the agency's programs and infrastructure. She has built strong partnerships across program offices and with key external stakeholders, including federal partners, financial institutions, and service providers. She has played a pivotal role in advancing enterprise priorities, most notably leading efforts to progress Ginnie Mae's loan-level initiative—a transformative modernization effort designed to enhance the flexibility, transparency, and resiliency of the securitization platform while safeguarding market stability. Prior to joining Ginnie Mae, Victoria served at the U.S. Department of Housing and Urban Development as a Presidential Management Fellow, supporting Secretarial initiatives. Earlier in her career, she served as a Peace Corps volunteer in Mozambique, an experience that shaped her commitment to public service and mission-driven leadership. Victoria holds a Master of Public Policy from the University of Maryland, Baltimore County.
